/usr/bin/tcl
gives me a tcl> prompt.

When running the config script, I answered no to the question about
whether flite was a tcl script, because file flite said it was an ELF
32-bit LSB executable.  I assumed that a binary and a tcl script were
mutually exclusive.  I'll rerun emacspeakconfig and try again.
