You may want to read this helpful doc from Nath "Installing Emacspeak and
DECtalk software on a Debian system":

Besides it, with apt-get emacspeak, you will get an old emacspeak release, which
fails with emacspeak -d.
I fear that you will have to include the previous workaround:
