Hello,
At the moment, as far as I know, Emacspeak in Italian is possible
using proprietary voice synthesizers (such as the DECtalk software
from Fonix or the IBM Viavoice TTS).
Besides it, you may want to discover the brailcom solutions: a talking
Emacs using softwares named speechd-el and Speech Dispatcher.
Speech Dispatcher can use Festival as client.
