I recently installed the current version of the wonderful auctex
package from cvs. I had problems activating the new version that were
eventually traced to generating the auto-loads for tex-jp.el. This
doesn't work with EMACS_UNIBYTE set. There's now a warning in the
auctex installation scripts in the cvs version but people using
released versions might want to remove EMACS_UNIBYTE from the
environment in the shell buffer where they do the make for auctex.
