You can no longer download ibmtts.
Free alternatives I have experience with are:
* eflite (flite)
* multispeech (mbrola en1 voice for English)
eflite is very responsive and easy to set up, but you have only one voice
and only in English.
Multispeech supports many languages, can do limited voice locking but
is somewhat hard to setup at the moment, though it will probably get
much easier soon.
Look at the archive for this mailing list for further discussion of
various tts options and there respectiv merits.
To get started quickly, I would certainly recommend eflite. Chances
are your distribution already has a package for it. The current
version is 0.4.0. Once you have it running, you can look for other
optiones if you are not satisfied.
