Dashing this off before I fall asleep at the keyboard.
The file dtk-exp defines tcl procs that are called by emacs to do the output.
These procs currently do dectalk specific things
For the accent you should:
1) make a copy of dtk-exp and call it accent-sa
2) Go through all the tcl procedures in that file and modify them according to
the accent
This should get most of emacspeak working with the accent (hopefully)
The only thing that will not work with just this is voice-locking; but we can
worry about that later.
