The issue with festival is that festival support is not part of emacspeak and I don't think emacspeak support for festival is actively being maintained. One of the bigger issues with the support of festival is that the interface between emacspeak and festival involves patches to emacspeak itself. This is likely one of the reasons it doesn't seem to keep up with current versions of emacspeak. Festival is very powerful and quite large. It is also not very responsive unless you have a fast PC with lots of memory. Flite was part of emacspeak, but it seems to have been moved into the 'obsolete' category. I tried it a while ago and it was OK. However, these days, I think espeak is a much better solution and it is part of emacspeak and properly integrated into the system. Personally, I don't think you can go past the IBM ViaVoice and now you can pick up runtime licenses relatively cheaply, I think it is by far the best choice.
