Thank You for an answer but it is not what I expected.
1. emacs still speaks the welcome message
2. it does not make my emacs silent at all.
Emacs speaks everything :(
My goal is to force emacs to start completely silent
and be silent untill I want it not to be silent any
more.
Please tell me how to achieve it.
It seems to be very simple.
