language switching in the espeak server

I spent the afternoon reworking the code to switch languages in the
espeak server.  What I have now should work pretty well.
It's available on the espeak-langswitch branch of my clone of the
emacspeak repository at https://github.com/CMB/emacspeak
I will also email the patch to the list, so that it can be easily
reviewed and tested by people who don't want to build from git.
