You do need to have enabled 2FA in order to use app passwords. This is how I've been using Google since they introduced 2FA years ago. I have no idea how to access the account if you don't have a method to get the second factor code. Usually, when you enable 2FA, it sends you some recovery codes that you can store securely and use those. Jim didn't happen to do that did he (it would probably have been an email message with the codes in it after setting up 2FA). I also thought google offered alternative recovery procedures as people can loose their phone etc, so this isn't an 'unusual' situation. The process will likely be slow and painful as Google needs to protect against scammers attempting to access the account, but it should be possible.
