I just looked at the c-e d c-n, and it seems like it's actually running the dtk-initialize-notifications function. So, it may be that my assumption is wrong in that the intent is to toggle the stream.
Still, the c-e d . keystroke only stops the stream but does not actually toggle it off. I am not able to find a function that does.
A major reason for my wanting to toggle the notification stream off is that, for example, in EWW the URL is being read when tabbing between links on the page.
Etc.

Steps to reproduce are pretty simple:
1. Install and configure Emacspeak with SwiftMac server.
2. Turn on the "notification stream" in the "easy configuration", set it to whatever channel you like, it doesn't matter.
3. Attempt to toggle the "notification stream" with c-e d c-n and observe.

Observed results:
Emacspeak says "Notifications mode on".

Configuration:
- Emacspeak (latest Github version).
- Mac OS 14.5.
- Emacs 30.
