The information you give certainly doesn't shed much light
on anything.
First of all, after you set the mark check if the mark is
indeed set --move the cursor and execute C-x C-x which
exchanges point and mark.
My guess is that you are either not setting the mark, or
unsetting it in some way before you delete the region with
C-w -- but the fact that you say you hear a beep from the
express indicates that something did get deleted.
Anyway, if you are not able to set the mark, that is not an
emacspeak problem--
it's either something in your environment or more likely
something with your keyboard-
for instance if you are logging in via a telnet session
control-space doesn't usually work.
