The No Such Agency (NSA) got a contractor to write a speech server
for Emacspeak in Java because they run Emacspeak and wanted
to use it on NT; though they promised to release it, they
never did so-- and I heard nothing further. As you say, at
some point someone who is sufficiently interested will
release an NT server.
Note that writing a Java equivalent of the tcl dtk-exp is
probably a couple of day's worth of programming --nothing more.
And dont despair about software synthesis on Linux, Festival
could get us there fairly soon.
