emacs 20.6 W3 4.0.46 emacspeak 12.0
I started from 
http://bruce.urnet.com.au/helpdesk/
used the user id and password you gave --
and successfully logged in to get 
http://bruce.urnet.com.au/helpdesk/index.php3
