It's not clear whether you've written something similar to
allout.el or just speech-enabled allout.
If the latter, then my earlier offer to put it in
lisp/contrib holds, if the former, you should just post it
to gnu.emacs.sources.
I'd counsel against writing yet another outliner -- other
than as a learning exercise, --there are a few out there
already --and any mode that requires you to put special
things in your content always has trouble catching on
--since the inertia factor with respect to what you use is
always very high.
As an example, I've used folding.el since 1991, and though
allout.el is more powerful, I'd never think of switching myself.
