There should be a package called tclx or similar that comes as part of
the distribution. Install it, and try running Emacspeak again.

To find out whether tcl is already in place, run
tcl
from the command prompt.

Emacpseak is obviously not finding tcl, or so it appears from the
error message you gave.

The package you want is tclx.
