transformation of markup language to plain text

What is the relationship of AsTeR to emacspeak?  Is AsTeR available by
itself?  I am looking for a facility to render XML containing MathML as
spoken words, or at least as text.  emacspeak seems too difficult to set
up correctly and too limited in supported platforms (ie, Windows version?
Mac version?) to be widely used.
