w3m and voice lock

I've added rudimentary voice lock support to w3m
(contrib/emacspeak-w3m.el)--
w3m will probably never implement Aural CSS (it doesn't
implement CSS either)--
but the voice lock support maps basic visual properties over
to the aural equivalents.
