Hi,

I read all your steps carrefully. 
I think perhaps the tts does not speak because you don't exit the tcl
session before starting Emacspeak. so, try to quit the tcl session by
typing ctrl-shift-d two times before starting Emacspeak. 
Is the speech server speaking when you launch  $
/usr/share/emacs/site-lisp/emacspeak/servers/dtk-soft ?
