echo area prompts not always speaking

Hi.  I am having a problem using emacspeak 18.0 where some of the
prompts don't speak at all -- the most annoying are switch-to-buffer
and c-h.  Also, the help window doesn't speak by itself as in c-h v .

Any assistance would be appreciated.
