Shure you must do that !

Festival is only the speech engine (not exactly but
in a first time it's enough to know that)
but it needs voices (phonem librairies and such
things) to function.

If your machine is powerful enough I strongly recommend
to you to use festival. But you'll soon notice that
the lisp code provided by festival is not
enough to obtain a good sound feed back.
