Here, using emacspeak-ss-1.9.1, this line has been added at the beginning of servers/doubletalk : 
#!/usr/bin/tcl

and for the environment variables of emacspeak 19.0 :
export DTK_PROGRAM=doubletalk
export DTK_PORT=/dev/ttyS0
unset DTK_TCL
