all your steps look fine.
When you do the make after make config, make sure that emacs
prints no warnings in the shell buffer where you run the make.
Here is what a clean compile of emacspeak-gnus.el looks like
06:03:42 labrador lisp $ \rm emacspeak-gnus.elc
06:03:46 labrador lisp $ make
emacs -batch -q -no-site-file -l ".."/lisp/emacspeak-load-path.el -l ".."/lisp/emacspeak-loaddefs.el -l ".."/lisp/emacspeak-cus-load.el -f batch-byte-compile emacspeak-gnus.el
Wrote /home/tvraman/emacs/lisp/emacspeak/lisp/emacspeak-gnus.elc
06:03:50 labrador lisp $
