Hi,
As far as I've learned reading emacspeak code, the right way to set the rate seems to be customizing the mac-default-speech-rate variable.
Victor, I didn't get an error when I first tried that function. Can you show us the error or a traceback so we get a better idea of what you're encountering?

Not sure if it works on your end, but even though it is a valid function, it prevents my Emacspeak from loading when I use it in my initialization file.
The Emacs debugger is equally unhappy when I start Emacs with the --debug-init option.
Does it work for you?
