The widget library not loading was just a symptom. emacspeak-prepare-emacs isn't completing, because Info-file-list-for-emacs isn't defined.

From what I can tell, that's defined in info.
I'm not sure what's supposed to be loading it.

I tested with m-x customize-variable espeak-default-speech-rate, and trying to save brings up the menu instead of the minibuffer.

My init file only has one line:
(load-file "/home/tyler/emacspeak/lisp/emacspeak-setup.el")

Adding (require 'emacspeak-widget) gets it working.
