Looking at the Makefile, it indeed uses -fPIC

CXXFLAGS+= -g -O2 -fPIC -DPIC  -pedantic -ansi \
-Wall -Wno-long-long --std=c++11

$(TTS): tclespeak.o
        $(CXX) $(LDFLAGS) -shared -o $@ $< $(LIBS)
