Hmmm, not sure but indeed there are times when your customizations
interfere with things.

On my fairly up to date emacspeak on emacs macport / Emacs 29.1, C-x b
and then TAB opens the completions window where I find all the buffers
that I expect. Possibly of interest, is that the first buffer in the
list, the one the cursor is sitting on, does not get spoken so unless I
back arrow onto the line that mentions how many completions are
available, and then right arrow back to that first one, then I won't get
it rendered till arrowing eventualy wraps around.

Rarely do I do anything but down-arrow after invoking C-x b since
usually I just want to go back to some quite recently visited buffer.

switch-to-buffer apparently excludes the current buffer from the list
which makes sense to me.

Thus, the buffer-menu shows me upon inspecting each line, only 1-plus
the number of completion choices.

Of course this isn't a solution for you but it can be useful to
determine as a first step if you are the only one having the issue or if
it's common.
