Hi,
If you use the latest version of emacsvox and Omnivox. I have done some work to make all of the speech rates roughly the same between different engines. I am guessing you are using the Windows native speech as that was the one that was particularly fast.
Use c-e d e to switch between available engines. Note that the engine name start with a capital.
Kind regards,
Bart.

So, I had some problems installing emacspeak under wsl. They were my fault
because I had no idea what I was doing, but I thought my observations might
be useful.
First, I had no idea you had to change to the ~ directory, I just started
out with the default and that did not work at all. I had some help from
Claud in getting that done correctly. Once I was there after the install, I
discovered that the speech was quite fast, both for the general speech and
when I echoed each character they were very hard to understand, any way to
fix the character spacing etc?
Grreat work so far, I am sure with a bit of tweaking this can work.I will
have to set up something so I can just type emacs and have it start with
speech.
