I've also been using emacspeak with the espeak server for over a year on Arch Linux now. I'm current so dunno what version of tcl is running but I haven't had any problems. I'm using emacspeak from the SVN package available from AUR and that places all its files in standard emacs lisp libraries basically. The only problem I have had so far is getting capital letters to speak in a higher pitch when cursoring over them a letter at a time. Pitch changes when I have style changes or when reading capitalized words but not individual letters. That's probably an espeak thing with emacspeak though I get pitch changes with Orca and speakuip.
