really queue auditory icon?

Hi Raman

In dtk-speak.el, in dtk-format-text-and-speak we have an unconditional 
call to emacspeak-queue-auditory-icon. By unconditional I mean, that it 
does not ask for our setting for auditory icons. Was it your intension 
to do so?

The "a" command send to tts seems to confuse my speech server (espeak on 
Windows).
