Hi Barak,
Thanks for the help. In fact, by reading the Info file on Emacspeak on 
Emacs (sans "peak") I had figured it out. Can the rate be set globally in 
the .emacs file? 	 Also, I would like a clarification on C-e d f 
, the "factor" setting. Dr. Raman advises using this but his cryptic 
explanation in the Info file eluded me.
