Thanks Tyler for the programming mode suggestion. Indeed, it appears as though, my setting in the initialization file is respected but only in certain modes. Programming modes seem to override my setting.
Robert, perhaps my expectation is incorrect, but I was under the impression that if I, for example, do
(setq dtk-caps nil)
in my initialization file, then Emacspeak will not generated "capital letter" announcements. I am hoping for an effect similar to C-u C-e d c.

Am I entirely wrong on this?

behavior for example you expect. What behavior do you expect
