Sorry for the delay, I wasn't at my keyboard to take a look at the code.
I'm guessing that your theme might not be getting set, but I'm not sure why. Can you check the value of the variable emacspeak-sounds-current-theme, and if that doesn't make sense, the value of emacspeak-sounds-dir?
If you open lisp/emacspeak-sounds.el inside your emacspeak repo and search for "start-" without the quotes, you should be able to find the line where the error you're seeing is happening.
