The list behavior is currently set to work as Zack describes. "Reply" sends to the individual who sent the last post, "Reply All" adds the "To" and "CC" addresses from the email.

A number of years back we decided to set it this way so that sending to the entire list is more of a conscious choice.  The thinking is that this helps prevent accidental posting to the list messages that are intended for individuals. Better for the mistake to be "0h, I only sent that to Tim, let me resend it to the list" than "Crap! I just sent THAT to the entire list? I wonder if Greg will remove it from the archive if I ask nicely?" 

I am on lists that are set each of these ways and as you can probably tell, our configuration is what I prefer. That said, I post so infrequently, that I don't count my opinion on this as holding much weight. If we want this changed, it can be. If anyone feels strongly enough about this to start a thread discussing it, please feel free to do so, if you would rather express your views privately to me, that's fine as well.
